Guidelines for Application of the 2025 Open Fund Projects of the International Joint Laboratory for Cooperative Research on Low-Carbon Built Environment of the Ministry of Education

The International Joint Laboratory for Cooperative Research on Low-Carbon Built Environment of the Ministry of Education was officially approved by the Ministry of Education in November 2023 (Document No. Jiao Ke Xin Han〔2023〕No. 77) to be established under the auspices of Xi'an University of Architecture and Technology, and has passed the expert demonstration on its construction plan.

In accordance with the Ministry of Education’s requirements for the construction of international joint laboratories, the laboratory adheres to the guiding principles of "high starting point–involving multiple universities, high standard–undertaking major missions, and distinctive features–integrating multiple teams". With research on built environment and underground space environment assurance as its core feature, the laboratory focuses on conducting research, cooperation, and exchanges in areas such as low-energy consumption and low-carbon theories and technologies for environment assurance in underground and large-span spaces (including underground hydropower projects, subway projects, utility tunnel projects, cave depot projects, and national defense projects). It makes forward-looking layouts in directions including the mechanism and technology of low-carbon environment creation in underground spaces, air safety assurance in underground spaces, energy utilization in underground spaces, and healthy environment assurance in underground spaces. The laboratory highlights the characteristics of "fundamentality, comprehensiveness, and internationality", emphasizes the interdisciplinary integration of the HVAC discipline with other disciplines, extensively pools innovative resources, continuously enhances its open innovation capabilities and international academic influence, and strives to become a training base for high-quality innovative talents in the field of built environment and underground space environment assurance.

In line with the spirit of the provisions in the Measures for the Construction and Management of International Joint Laboratories for Cooperative Research in Universities (Document No. Jiao Ji〔2014〕No. 3) issued by the Ministry of Education, the laboratory implements an operation mechanism of "openness, mobility, collaboration, and competition". It establishes an open fund to support scientific research projects with innovative ideas that are related to the laboratory’s characteristic research directions (hereinafter referred to as "Open Fund Projects").

The Open Fund Projects are designed to attract and support outstanding scholars at home and abroad, especially young scholars, to conduct research in disciplines related to the built environment and underground space air environment at the laboratory. The laboratory provides corresponding research conditions to facilitate joint research efforts, explore new fields, promote the formation and development of interdisciplinary and emerging disciplines, cultivate high-level innovative talents, and jointly advance the progress and development of academic and research standards in the field.

In accordance with the spirit of the provisions in the Measures for the Construction and Management of International Joint Laboratories for Cooperative Research in Universities (Document No. Jiao Ji〔2014〕No. 3) and the relevant provisions in the Measures for the Management of the Open Fund and Projects of the International Joint Laboratory for Cooperative Research on Low-Carbon Built Environment of the Ministry of Education, the Guidelines for Application of the 2025 Open Fund Projects are hereby publicly released.
